What is an FTE Calculator?

An FTE (Full-Time Equivalent) calculator converts a mix of full-time and part-time employees into a single standardised workforce capacity unit. One FTE represents one employee working the standard full-time hours per week (usually 40). A part-timer working 20 hours per week equals 0.5 FTE.

FTE is the universal language of workforce planning — used in budget models, project resource allocation, grant applications, regulatory reporting, and HR capacity analysis. Without it, comparing a team of 20 (mostly part-time) with a team of 20 (all full-time) would be misleading. FTE removes that ambiguity.

Why Should You Use the FTE Calculator?

  • Accurate workforce planning: Understand your true workforce capacity — not just your headcount — to plan hiring, restructuring, and project staffing accurately.
  • Payroll budgeting: FTE-adjusted salary budgets reflect actual working time, not just employee count. A team of 20 at 0.5 FTE each has half the salary cost of 20 full-time employees.
  • Project resource allocation: Express project needs in FTE (e.g., "this project needs 3 FTE for 4 months") to plan resourcing flexibly across full-time and part-time staff.
  • Regulatory compliance: Under the ACA (US), businesses with 50+ FTE are classified as Applicable Large Employers. FTE is also used in grant applications, government contracts, and labour law thresholds.
  • Benchmarking: Compare workforce efficiency across departments or periods using FTE as a common denominator — regardless of how many are full-time vs part-time.
  • Identify over/under-utilisation: An FTE ratio below 1.0 reveals the degree to which your workforce is operating below full-time capacity — useful for identifying scheduling and contract optimisation opportunities.

How to Use the FTE Calculator

  1. Select currency — only used if you enter an average annual salary for the budget estimate.
  2. Enter Full-Time Employees — the count of employees on full-time contracts. Each counts as 1.0 FTE.
  3. Enter Part-Time Employees — the count of employees working less than the standard schedule.
  4. Enter Part-Time Hours per Week — the average weekly hours your part-time employees work (e.g., 20). If they vary, use the average.
  5. Enter Standard Full-Time Hours per Week — your organisation's definition of full-time (typically 35–40 hours).
  6. Enter Average Annual Salary (optional) — if provided, the calculator estimates the FTE-adjusted annual payroll budget.
  7. Click Calculate FTE to see your total FTE, FTE ratio, weekly hours, and optional salary budget.

How to Calculate FTE

Full-Time FTE = Full-Time Employees × 1.0
Part-Time FTE = Part-Time Employees × (Part-Time Hours ÷ Standard Full-Time Hours)
Total FTE = Full-Time FTE + Part-Time FTE
FTE Ratio = Total FTE ÷ Total Headcount
Total Weekly Hours = (Full-Time Employees × Standard Hours) + (Part-Time Employees × Part-Time Hours)
Salary Budget Estimate = Total FTE × Average Annual Salary

Worked Example

30 full-time employees + 10 part-time employees working 25 hours/week. Standard = 40 hours. Average salary = $55,000.

  • Full-Time FTE = 30 × 1.0 = 30.0
  • Part-Time FTE = 10 × (25 ÷ 40) = 10 × 0.625 = 6.25
  • Total FTE = 30 + 6.25 = 36.25 FTE
  • FTE Ratio = 36.25 ÷ 40 = 0.906 (90.6% of full-time capacity)
  • Weekly Hours = (30 × 40) + (10 × 25) = 1,200 + 250 = 1,450 hrs/week
  • Salary Budget = 36.25 × $55,000 = $1,993,750/year

Pros and Cons

✅ Advantages⚠️ Limitations
Universal HR standard used in budgeting, planning, and regulatory reporting globallyTreats all hours as equally productive — does not account for experience, role complexity, or performance differences
Makes it possible to fairly compare headcount across teams with different full/part-time mixesA single average part-time hours figure may not accurately reflect a diverse range of individual part-time schedules
Enables precise project resource allocation in FTE × duration (e.g., "2 FTE for 6 months")Does not capture contractor, freelancer, or outsourced capacity — which may be a large part of actual workforce
FTE-adjusted salary budget avoids over-estimating payroll cost from headcount aloneSalary budget estimate is a top-down average — actual payroll calculation requires individual pay rates and actual hours
Threshold-based compliance (ACA, grants) is calculated directly in FTE, so this tool produces audit-ready figuresFTE calculation methodology can differ between organisations and regulatory bodies — always verify the standard being used

What Your FTE Data Could Be Telling You

check_circle

FTE Ratio Close to 1.0

Most of your workforce operates at or near full-time capacity. This is typical for stable, established organisations with predictable workloads.

info

FTE Ratio Below 0.75

A significant portion of your headcount is part-time. This may indicate a deliberate flexible staffing strategy — or it may represent higher HR administrative overhead per unit of productive capacity.

flag

Near ACA Threshold (US)

US employers with 50+ FTE must comply with ACA health insurance requirements. If your FTE is near 50, monitor hiring carefully — crossing the threshold has significant compliance and cost implications.

Large Gap: Headcount vs FTE

A large headcount-to-FTE gap (e.g., 40 headcount but only 25 FTE) means your workforce is highly part-time. Compare salary budget on an FTE basis to headcount basis to understand the cost difference clearly.

Use FTE for Project Bidding

When quoting project capacity to clients or management, expressing it in FTE avoids confusion from your internal full/part-time mix. "We have 12 FTE available for Q4" is unambiguous.

FTE Growing Faster Than Revenue?

If total FTE is growing faster than revenue per FTE, your workforce productivity may be declining. Track revenue-per-FTE quarterly to spot this efficiency risk early.
